About:

Rev. Dan Kane is an ordained Catholic priest in Good Standing with the Federation of Christian Ministers, the Street Bishops National Ministry and fully endorsed member of the National Association of Wedding Ministers.  Rev. Kane was ordained as a Roman Catholic priest at St. Francis de Sales Cathedral, Oakland, California on July 9, 1983 by Most Rev. John S. Cummins, D.D. He holds a Master of Divinity from the Franciscan School of Theology - Graduate Theological Union, Berkeley, California, a Master of Arts from Incarnate Word University, San Antonio, Texas and a Pastoral Certification in Hispanic Ministries from the Mexican American Culture College, San Antonio, Texas. 

A resident of Springfield, Virginia, Rev. Kane is also affiliated with the American Association of Wedding Officiants and the International Council of Christian Churches and Street Bishops Ministry.   Rev. Dan is a Certified Wedding Minister (CWM) with the National Wedding Ministers Association and has extensive pastoral wedding experience working in multi-cultural parishes and centers in New York, Texas, Florida, Virginia, Maryland, and Washington, DC. Rev. Dan also performs ceremonies for  baptisms and christenings, house blessings, funerals, graveside burials, memorials and in the spirit of St. Francis of Assisi performs the blessing of animals. 

As a bilingual Spanish-speaking Franciscan Friar,  he served in the Franciscan Roman Catholic Missions in Guaymas, Sonora, Mexico with a special ministry to the indigenous native Yaqui Indians in northwest Mexico.  In addition, Rev. Dan ministered to the poor and immigrant communities living in inner city Roman Catholic parishes in New York, California, Texas, Florida, Virginia, Maryland, and Washington, DC. In 1976. He worked with Venerable Dorothy Day in setting up the first Catholic Worker House home for homeless women--Maryhouse, located on Third Street  in the Bowery District of lower Manhattan, New York. 

Rev. Dan's interests include history, politics, sports, and travel.  He is licensed to officiate weddings in Virginia, Maryland, Washington, DC, West Virginia and Pennsylvania.  Rev. Dan is also a Certified American Red Cross Instructor for First Aid/CPR/AED.

How do I apply for a Marriage License in Virginia, Maryland and Washington, D.C.?

A marriage license is issued by the Circuit Court Clerk of any city or county in the State of Virginia. Out-of-state-residents may apply at any Clerk's Office throughout the State of Virginia.

Hours: 8 a.m. to 4 p.m., with no new license applications taken after 3:30 p.m. weekdays to allow sufficient time to prepare the license.

You should plan to arrive in office by 3:30 P.M. to allow sufficient time for the Clerk's staff to prepare your marriage license.

  • No blood tests or witnesses are required.
  • The license must be used within 60 days of the date of issuance or it will expire.
  • Both parties must be present to obtain a marriage license.
  • The Clerk's Office requires some form of identification from each person (Driver's Licenses, Passport, or Military I.D.).
  • The fee for the license is $30.00.  Cash and credit cards accepted (Mastercard and Visa only; a service charge of four (4) percent of the amount paid will be collected on credit card payments).
  • Decree of Divorce:  If either the bride or groom were previously married, a certified copy of a Decree of Divorce issued by a court must be presented to the Circuit Court Clerk’s office before a marriage license will be issued.  If the Decree is in a language other than English, you must present a certified translation of the document signed and dated by a translator attesting to the accuracy of the document.  For divorced persons there is no statutory waiting period before remarriage after the divorce is final, unless remarriage is specifically prohibited by a court.

The minimum age is 16 years of age for the bride or groom; however; anyone under the age of 18 must bring their parents to sign a consent form or call us for further information.

The Spotsylvania Court House located in Spotsylvania, Va, just one exit south of Fredericksburg, Va, is the only Northern Virginia Court House that holds Saturday office hours for those whose schedule makes it impossible to get to a court house during the week. The Marriage License Bureau is open the first and third Saturday of every month from 9 a.m. to 12 p.m.  The Court House is closed if it is a holiday weekend. 

Certified Copy of Marriage License

You may obtain a certified copy of a marriage license from the Circuit Court Clerk's Office that issued the marriage license. You may make the request in person or by mail.

Be certain to include the following when submitting a request to the Clerk's Office:

  • The full name of the groom
  • The full name of the bride
  • The date of the marriage
  • The place of marriage
  • A fee of $2.50 by cash, money order, certified check, or in-state personal check made payable to the "Clerk of the Circuit Court", or by credit card (Mastercard and Visa only; a service charge of four (4) percent of the amount paid will be collected on credit card payments).  Please do not send cash through the mail.
  • A self-addressed stamped envelope

How do I apply for a Montgomery County, MD Marriage License?

Obtaining a marriage license is a fairly straightforward process requiring about 15 minutes to complete. Below are certain rules that you may want to keep in mind when applying for a marriage license in Montgomery County, Maryland:

  • The fee for a marriage license is $55.00 dollars. Payment by cash or check is preferred; checks are made payable to the "Clerk of the Circuit Court". Credit cards are accepted with the exception of American Express.
  • Maryland requires that a marriage license be obtained from the Circuit Court in the county where the marriage is to take place regardless of the residency of the couple to be married. If you are planning to be married in Montgomery County, Maryland, you must obtain a marriage license from the Clerk of Montgomery County Circuit Court.
  • The marriage license must be purchased at least 48 hours before the marriage ceremony. Couples can obtain a waiver if a judge approves it. Normally, military service or a family illness can be the grounds (reasons) for a waiver. Contact the License Department for additional information.
  • A divorced person must provide a copy of the divorce decree that indicates where and when the divorce took place. This information is required in order to have the legal marriage ceremony performed. Without this information, the license cannot be processed. Keep in mind that each applicant must take an oath that all the information provided is true under the penalty of perjury.
  • If you have more than one last name, you should use your complete name on the license.
  • Please review your application carefully. Any necessary corrections should be made before the license is issued.
  • At the time of application, please provide I.D. for both parties, such as a driver's license, birth certificate, passport, military I.D. or alien registration card, and Social Security Number.

For Residents of Montgomery County, Maryland


If the marrying parties are both residents of Montgomery County, one of the parties to be married appears before the Clerk and gives, under oath, the following information for both parties:

  1. Full names
  2. Place of residence
  3. State or county of birth
  4. Age
  5. If either party was married previously and separation occurred as a result of the spouse’s death or divorce, the date and place of each is required.
  6. Social Security Number of each party who has one

For Non-residents of Montgomery County, Maryland

If the parties to be married do not live in Montgomery County and are unable to appear in person to apply, they may apply for a marriage license using a Non-Resident Marriage Application. Contact the License Department for additional information (Phone: 240-777-9460).

How do I obtain a marriage license/certificate in Washington, DC?

The DC Marriage Bureau issues marriage licenses, and authorizes religious celebrants to perform in the District of Columbia.

  • One of the two parties should come to the Marriage Bureau, Lower Level of the Moultrie Courthouse and complete a Marriage License Application.
  • Identification and proof of age of both parties is required in the form of driver’s license, government-issued non-driver’s ID, or passport.
  • The minimum age for marriage in the District of Columbia is 18 years, or 16 years with the consent of a parent or guardian. Proof of age for the applicants must be shown and may be demonstrated by driver's licenses, birth certificates, passports, or similar official documents.
  • The marriage license application fee is $35.00 (this fee will be waived if the applicants’ original DC Domestic Partnership Certificate and is presented at the time of application).
  • The certificate of marriage fee is $10.00. All fees must be paid in cash, credit card or by money order (made payable to Clerk, D.C. Superior Court) for a license to be issued.
  • The marriage license application must include social security numbers, addresses, dates of birth for both parties as well as previous marriage information, that is, the city, state, country of each marriage and the ending status of each, such as, by divorce or death.
  • We also request that the application include home and work telephone numbers for both parties.
  • Religious celebrants and judges other than those of the D.C. Courts must be authorized by the Court and registered by the Marriage Bureau in order to perform legal marriages in the District of Columbia.
  • The full name of the intended celebrant must be given at the time of the application.
  • By law, the license is valid that same day and the couple can be married immediately following the receipt of the marriage license by the DC Court Clerk. 
  • Marriage licenses are not issued by mail.
  • Once issued, a marriage license does not expire.
  • Note: A third party may apply on a couple’s behalf, but must bring the couples’ identification and the fee.
